1. Meet Adsense program policy or Site isn’t ready to serve ads :- It means you have a duplicate account or check for errors on your website, maybe links or anything that’s against their policy. While the duplicate account is that most people don’t know if you use the same phone number, or address, you get this rejection. Try not to use same number of address to create multiple account. You can resolve by closing it and apply on new device, new gmail, number and address
2. Good serve ads on screen without publisher content :- To resolve this, add more articles, minimum is 15 post with atleast 500 words. And most important make sure you indexed all those 15 posts. More post higher chance of success, then reapply
3.Ensure your website is compatible with AdSense
4.Sign up for an AdSense account
5.Add the AdSense code on your website
6.AdSense team review and approve/reject your website in 2-3 days
7.AdSense team will ask you to verify your identity
8.Add Payment information to get paid (Payment threshold is $100)
